"To all people"; All people: young and old, rich and poor, those distant and close in relationship, Muslim and disbeliever. The lesson here is in regards to the manner we address people and not who the person being addressed is.

"He said, 'I only complain of my suffering and my grief to Allah ...'" (12:86)

A child, mother, father, friend, or loved one cannot sense what it is in your heart even if they claim that. Allah alone knows, so complain about your grief to Him.

The old age of their father, the difficulty of their work, and the thirst of their animals did not justify for them to mix freely with the shepherds.
